Release tzcode2012g and tzdata2012g.

* Makefile (VERSION): Increase to 2012g.
(COMMON): New macro.
(DOCS): Remove Makefile.
(ENCHILADA): Adjust to above changes.
(public): Put $(COMMON) in both tarballs, so that the version
number is in both distributions.
