Several changes to Chile time stamps 1890-1990
(Thanks to Alois Treindl for reporting the problem.) * southamerica (Chile, America/Santiago, Pacific/Easter): Fix several problems in the Chilean data from 1890 through 1990. * NEWS: Document this.
