Fix CONFIG_GCC to work on FreeBSD

Browse Source 
Like darwin the ports bits are not in the default path, but we
don't have a 'brew' command to get the ports prefix.

So just use /usr/local/ as an overrideable default for now.

This allows gcc to be built.
