adjust shutdown behaviour. # dont use a single main shutdown task, but instead - set the task handling shutdown to priority 120 - only disable interrupts if called in supervisor mode. - if called in user mode, launch each shutdown handler in sequence from a separate task at priority 127 so it runs immediately, and so that if it crashes the handler is killed but shutdown continues.
