Use HST/HDT to abbreviate Hawaii-Aleutian time

* northamerica (America/Adak): For time stamps since 1983, use
HST/HDT instead of HAST/HADT, as per US GPO style.
* NEWS: Document this.

Change affecting past and future time zone abbreviations
The abbreviations for Hawaii-Aleutian standard and daylight times
have been changed from HAST/HADT to HST/HDT, as per US Government
Printing Office style. This affects only America/Adak since 1983,
as America/Honolulu was already using the new style.
